Council

WHEREAS Section 259 of The Municipal Act, 2001 states the office of a member of Council of a municipality becomes vacant if the member resigns from his or her office; AND WHEREAS Joseph Racinsky has resigned from Council of the Town of Halton Hills effective February 28, 2025 after being elected to the Assembly of Ontario at the recent Provincial election; THEREFORE BE IT RESOLVED THAT the Office of Local Councillor Ward 2 be declared vacant in accordance with Section 262 (1) of the Municipal Act, 2001, as amended.

THAT the recommendations contained in the following Reports from the Monday February 10, 2025 General Committee Meeting are hereby adopted as presented: Report No. ADMIN-2025-003 (

THAT the following minutes are hereby approved: 6.1 Confidential Minutes of the Council Workshop held on Monday February 3, 2025. 6.2 Minutes of the Council Workshop held on Monday February 3, 2025. 6.3 Confidential Minutes of the Council Meeting held on Monday February 10, 2025. 6.4 Minutes of the Council Meeting held on Monday February 10, 2025.

THAT Council do now convene into General Committee.

THAT the recommendations contained in the following Immediate Action Item Reports from the Monday March 3, 2025 General Committee Meeting are hereby adopted as presented: Report No. PD-2025-002 (Recommendation No. GC-2025-0019) Report No. PD-2025-005 (Recommendation No. GC-2025-0020) Report No. PD-2025-006 (Recommendation No. GC-2025-0021) Report No. PD-2025-007 (Recommendation No. GC-2025-0022) Report No. PD-2025-008 (Recommendation No. GC-2025-0023) Report No. CS-2025-007 (Recommendation No. GC-2025-0025) AND FURTHER THAT the recommendations contained in the following Immediate Action Item Report from the Monday March 3, 2025 General Committee Meeting are hereby adopted as amended: Report No. ADMIN-2025-005 (Recommendation No. GC-2025-0017)

WHEREAS Halton Region has an annual West Nile prevention program which includes larviciding, public education, monitoring and surveillance to reduce the risk of West Nile virus in the community; AND WHEREAS the Town of Halton Hills supports local action to reduce the risk of West Nile virus; THEREFORE BE IT RESOLVED THAT Council confirms its support to the Region’s 2025 West Nile Virus Response Plan; AND FURTHER THAT the Town of Halton Hills authorizes any permit application for West Nile virus control submitted to the Ministry of the Environment from an appropriately licensed exterminator, to apply a larvicide into catch basins or surface water:  located within and [owned/ managed] by the Town of Halton Hills; and  located on private land that drain into the storm drain system or water ways located within the Town of Halton Hills. AND FURTHER THAT a copy of this resolution be forwarded to the Director of Health Protection at Halton Region.

THAT the General Information Package dated March 3, 2025 be received.

THAT the following Bills are hereby passed by Council; AND FURTHER THAT the Mayor and Clerk are hereby authorized to execute the said by-laws and affix the seal of the Corporation thereto: BY-LAW NO. 2025-0017 A By-law to amend By-law No. 93-174 being a By-law that establishes a Board of Management for the Georgetown Business Improvement Area – Board of Management Membership. BY-LAW NO. 2025-0018 A By-law to assume Mansewood Court and the public services installed under the Plan of Subdivision Registered as Plan 20M-943. BY-LAW NO. 2025-0019 A By-law to establish an Administrative Penalty System for Automated Speed Enforcement in Halton Hills. BY-LAW NO. 2025-0021 A By-law to Amend Purchasing Policy PLCY-2022-0003. BY-LAW NO. 2025-0020 A By-law to adopt the proceedings of the Council Meeting held on the 3rd day of March, 2025 and to authorize its execution.
